India – Cyclone NilofarCyclone Nilofar, currently the equivalent of a category 3 hurricane, is expected to make landfall late Friday/early Saturday near the border of Pakistan and India. Coastal flooding, damaging winds and life-threatening flooding due to heavy rain forecast Friday into Saturday as Nilofar moves inland across southeast Pakistan and northwest India. Italy – General Transportation Strike Nov 14A 24-hr general strike announced with planes, trains, maritime and local transportation personnel to be on strike on Friday, Nov 14th. Starting at 9pm on Nov 14th, planes will strike for the whole day while local transportation and ferries for 24hrs, with different starting times depending on specific location. Mexico – Hurricane VanceTropical Storm Vance is likely to strengthen into a hurricane by Sunday. The Mexican states of southern Baja California Sur, Sinaloa and Jalisco are being put on alert for a potential landfalling Vance around Tuesday of next week. Cabo San Lucas, Mazatlan and Puerto Vallarta lie within this zone. While Vance will likely be past its peak intensity when it comes onshore, it should still bring a danger of flooding rain, mudslides, damaging winds and pounding surf. The impacts from Vance may not stop when it reaches the coast. Its heavy rain may get drawn across northern Mexico and into the U.S. states of Texas and New Mexico. Russia – Political Rallies Nov 4Parades, concerts, sporting events, and other activities associated with National Unity Day on Nov. 4 will cause traffic disruptions in downtown Moscow, and in other major cities across Russia. The official holiday is designated for Nov. 3-4; on those days authorities will significantly boost security throughout the city, and most businesses and all government offices – including foreign diplomatic missions – will close.Be vigilant and avoid all rallies. Illiniois, Indiana – Lake Michigan Lakeshore AdvisoriesThe National Weather Service has issued a lakeshore flood advisory for shoreline areas along Lake Michigan from Waukegan, Illinois to Benton Harbor, Michigan. The advisory is in effect from 0800 CDT Oct. 31 to 0500 CDT Nov. 1. Powerful northerly winds will produce large waves that will likely wash over piers and breakwaters and cause beach erosion and minor flooding, especially during the afternoon and evening of Oct. 31. Strong wind, rain, and possible snow will probably cause flight disruptions at Chicago’s O’Hare and Midway airports. Airlines have already pre-cancelled more than 75 departing flights at O’Hare. What is Open Skies as it relates to the Fly America Act and Federal Travel Regulations?When travelers (federal employees / grantees / contractors) use federal government funds to travel to/from a foreign country, the Fly America Act requires the use of a U.S. Flag carrier, unless an exception, as listed in the Federal Travel Regulation (FTR), is authorized. One of those FTR exceptions is the use of “Open Skies Agreements”. Although there are over 100 Open Skies agreements which Department of State has negotiated between those countries, currently there are four Open Skies Agreements with the U.S – Switzerland, Australian, Japan, and European Union (29 countries) – that meet the requirements of the Fly America Act. The four agreements do not apply to transportation obtained or funded by the Secretary of Defense or any of their military departments. Submit a question
